Nutrition labelling requirements in Russia

Packaged food sold in Russia must carry a nutrition declaration under TR TS 022/2011. This page covers the Russia / EAEU - TR TS 022/2011 format: Cyrillic Пищевая ценность with %RDA column. A compliant Russian nutrition label declares 4 mandatory nutrients: энергетическая ценность (energy), белки (protein), жиры (fat) and углеводы (carbohydrate). Values are declared per 100 g or 100 ml, with energy in both kcal and kJ, and sodium rather than salt. The panel is headed "Пищевая ценность (Nutritional Value)". Russian is required on pack. There is no mandatory front-of-pack warning scheme. NFL builds a print-ready Russian nutrition label from your recipe, applying the rounding rules and reference intakes for Russia automatically, and exports it as PDF, PNG, SVG, JPG or EPS.

Russia food labeling regulations under TR TS 022/2011

TR TS 022/2011, "Food Products in Terms of Their Labeling", sets the core food labelling rules in force across the Eurasian Economic Union (EAEU). It applies to food placed on the market and works together with other EAEU technical regulations that add product-specific labelling rules.

For packaged food, the label must show, where applicable:

  • the name of the food;
  • the ingredients, where required;
  • the quantity;
  • the date of manufacture and the shelf life;
  • the storage conditions;
  • the manufacturer's details, and the importer's details for food from outside the Union;
  • instructions or restrictions for use, where needed;
  • nutrition information, where required;
  • GMO information, where applicable; and
  • the single EAEU conformity mark.

These items are mandatory. The information must be understandable, legible, accurate and not misleading, contrast with its background, and stay readable for the whole shelf life under the stated storage conditions.

Russian food labelling language requirements

The written information TR TS 022/2011 requires must be in Russian, which is mandatory. It must also be given in the official language or languages of a member state where that state's legislation requires it.

A product sold in Russia therefore needs its mandatory information in Russian. An imported food cannot rely on an English, EU or other foreign-language label alone if the required particulars are not also given in Russian.

Extra information may be added voluntarily, as long as it does not contradict the mandatory information or mislead the buyer.

What a Cyrillic nutrition label must show

Where nutrition information is required, TR TS 022/2011 makes energy value and the amounts of protein, fat and carbohydrate the mandatory core indicators. Vitamins and minerals are declared under the specific conditions the regulation sets.

Values are normally given per 100 g or per 100 ml and may also be given per serving. If a serving basis is used, the size of one serving must be stated.

Energy must be declared in joules and calories, or permitted multiples of them. Protein, fat and carbohydrate are declared in grams or permitted multiples.

Vitamins and minerals added during manufacture must be declared, which is mandatory. Other vitamins and minerals may be declared voluntarily when they reach the threshold the regulation sets, which is 5% of the reference value. Protein, fat, carbohydrate and energy must be shown when they reach 2% of the reference value.

The regulation exempts certain foods from nutrition information unless another EAEU technical regulation requires it. Examples include flavourings, chewing gum, coffee, natural mineral water, bottled drinking water, food additives, certain raw foods, salt, spices, vinegar and tea.

EAEU food labeling across Russia and the other member states

The Eurasian Economic Union is made up of Armenia, Belarus, Kazakhstan, Kyrgyzstan and the Russian Federation. Its technical regulations, in force across all five, create a common framework for products on the Union market.

Food sold within the EAEU must meet TR TS 022/2011 and any other EAEU technical regulation for its category, which is mandatory. Product-specific regulations can add labelling requirements, but they apply together with the general food labelling rules.

For food imported from outside the EAEU, TR TS 022/2011 requires the importer's name and location on the label in the cases it covers.

Russia labeling requirements for the EAC mark and conformity

TR TS 022/2011 requires packaged food to carry the single mark of circulation on the EAEU market once the conformity requirements have been met. This mandatory mark is commonly known as the EAC mark.

Under Customs Union Commission Decision No. 711, which is in force, the mark shows that the product has passed the conformity assessment procedures required by the applicable EAEU technical regulations and complies with them.

The EAC mark is a separate conformity marking. It does not replace the mandatory Russian-language label, nutrition declaration, ingredients, dates or other required particulars.

Common questions

What does TR TS 022/2011 require?
TR TS 022/2011 makes it mandatory for packaged food to show the food name, ingredients where required, quantity, date of manufacture, shelf life, storage conditions, responsible business details, nutrition information and GMO information where applicable, and the EAEU conformity mark. The information must be legible, accurate, understandable and not misleading.
Which countries does the EAEU food label cover?
The EAEU is made up of Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia, and its technical regulations are in force across all five. Food sold in those markets must meet the relevant EAEU technical regulations, plus any national language requirements those regulations allow.
Is Russian-language labelling mandatory?
Yes. TR TS 022/2011 makes it mandatory to give the required written information in Russian. Other state languages must also be used where a member state's legislation requires them.
What is the EAC mark?
The EAC mark is the EAEU's single mark of circulation, mandatory on products that have passed the required conformity procedures and comply with the technical regulations that apply to them. Its use is governed by Customs Union Commission Decision No. 711, which is in force.
What nutrition information must an EAEU label show?
Where nutrition information is required, energy, protein, fat and carbohydrate are mandatory, with vitamins and minerals declared under the regulation's conditions. Values are normally given per 100 g or 100 ml, and may also be given per serving if the serving size is stated.
Are vitamins and minerals always mandatory on Russian food labels?
Only when they are added. Vitamins and minerals added during manufacture must be declared under TR TS 022/2011. Those that were not added may be declared voluntarily when they reach 5% of the reference value.
Does every food need a nutrition declaration under TR TS 022/2011?
No. Nutrition information is mandatory for most foods, but the regulation lets it be left off for specified categories, such as coffee, tea, certain raw foods, salt, spices and natural mineral water, unless another technical regulation requires it.
